The role of human resources in attaining business goals is tremendous. From the rank and file to the director and executive positions, employees influence the direction of the business organization—whether progressing or slacking.

Singapore has a penchant for world-class talents. Such is expressed in its latest labor pass, the Singapore Personalised Employment Pass which provides more flexibility in benefits, dependent privileges, duration, and conditions affecting its validity.

“With a Personalized Employment Pass, foreigners are not tied up with a certain company,” says Rikvin when requested for basic information on PEP.

During a halt in employment, Rikvin continues its explanation saying, “they have 6 months to stay in Singapore to plan for their next move such as evaluating employment opportunities.” In all other labor passes, the Ministry of Manpower implemented the rule of 1 month stay to find employment in Singapore.

Needless to say that employees holding a PEP ought to find employment within 6 months, lest, they have to leave Singapore.

Foreign individuals with PEP continue to enjoy the same privileges accorded to other labor passes when it comes to their dependents. Those who currently hold P1, P2, and Q1 passes and wish to switch to PEP are eligible to bring their spouses and unmarried children below age 21 to Singapore. A P1 and P2 pass holders can also bring their parents and parents-in-law through the Long-Term Visit Pass.

“PEP is issued once only,” Rikvin elaborates further, specifying that it has a validity of 5 years but non-renewable. Also, Rikvin reminds that “PEP holders are restrained from starting their own business or engage in entrepreneurial operations in Singapore.”

Moving forward, one condition that influences PEP’s validity is the salary requirement. Rikvin resumes its explanation, “an annual fixed salary of S$30,000 must be met.”

The Ministry of Manpower states that foreigners who currently hold P1, P2, or Q1 pass may apply for PEP should their salary in the preceding year reached S$30,000. Likewise, former P1 pass holders who currently reside abroad are eligible to apply for PEP on the condition that they should not be unemployed for 6 consecutive months from the point of their application.

Even foreign graduates from institutions of higher learning in Singapore with a minimum of 2 years of working experience on a Q1 or P pass may qualify for PEP. Nonetheless, they too must satisfy the salary requirement in the preceding year.

“Also qualified are the overseas professionals whose monthly salary in the last 6 months amounted to S$7,000,” Rikvin concludes.
