Mumbai's Development Plan scrapped; hope the new plan will take a holistic view, Niranjan Hiranandani

MUMBAI, 21 APRIL 2015: The Maharashtra Government has scrapped the Mumbai Development Plan 2015-2034, and has asked the BrihanMumbai Municipal Corporation to submit a reworked plan in four months.

"From a real estate perspective, this will have an impact on aspects of zoning, floor space index and transferrable development rights," said Niranjan Hiranandani, MD, Hiranandani Constructions Pvt Ltd (HCPL). "The DP, which has been scrapped, had proposed to hike the floor space index to a maximum of 8. And now, since it has been scrapped, real estate development across Mumbai and suburbs will take a pause – until the various aspects are specified in the new Development Plan which is expected in four months," he added.

The first reaction is: why did this happen? "Something seems to have gone wrong in the process of creating the development plan, and I hope the errors will get rectified in the new document," said Niranjan Hiranandani.

"Sometimes, we miss the wood for the trees," explained Niranjan Hiranandani. "My perspective is: why does this have to be a just a 'plan', with number-crunching and data sorting being the primary goals. Why should it not be a 'vision document' with a holistic perspective, laying the foundation for a better life for Mumbai's citizens?"

While on one hand, Mumbai needs to grow vertically, the growth also needs to be supported by infrastructure development to make it sustainable. "I hope the new DP will be positive for both aspects: first, basic necessities for a future-ready Mumbai need to be provided for and second, having done that, the DP needs to go beyond the basics, to from 'basic living standards' to 'enhanced lifestyles'," said Niranjan Hiranandani.

"If Mumbai has to become a Global Finance Centre, I expect the 'vision document' to be 'future ready' and in sync with Mumbai's residents – it should have the far sightedness to spot and plan for changing trends," said Niranjan Hiranandani.
The 'vision document' must be propelled by the drive to meet expectations and enhance living standards of citizens, to positively change the skyline of the city, he concluded.
